yes correct there are regulations but look at ashmeade channel there are 15 or so people who are living there catching illegal sizes and numbers. they are all so digging up the lagoon there it looks like a bomb hit it.
i think you are unaware of the fact that it is not legal requirements for your boat to have buoyancy. you can a have you boat fitted with a red sticker that states your boat does not have buoyancy so all times the vessel is in motion all passengers must where life jackets. that is all need to do plus the buoyancy will cost you around R4100 i just had my small cabin boat done at Star Boating - 0826435195 as for you skippers license you can get it done in one evening and a quick boat trip take a few hours to be a inland waters skipper. go to Honda marine and speak a nice chap call Derrik he will assist you.
